he's in both my school and church and i don't know what to do. everytime i see him he's staring at me.

Next time you see him, give him a smile, and see if he smiles back. Don't talk just yet. Let him get comfortable knowing you do like him. Maybe he is very shy, or maybe he is just admiring your beauty nothing else :). Perhaps he is taken. It could be anything. Does his stare make you uncomfortable or makes you feel good? If you feel he is still not taking any initiative, there is no harm in trying to be around him, and introducing yourself to him. Tell him you have seen him around and thought of saying hi. Then leave the ball in his court. I think he'd appreciate that. Many guys just don't approach you know.

You should ignore him because he is a wimp and cant understand why girls dont like him. So if I was you just ask him if he has a starring problem and if he doesn't tell you what he thinks then he is scared and theres no reason to even consider him as a date. He'll probably hate you but thats cool your a girl and most girls shouldn't have a problem getting a guy.

Just tell him you have noticed him starring and ask him if there is a problem. Or just try waiving at him and see what happens.
