My daughter is 13 months and we met all her friends at the playgroups at our local YMCA and gymboree. There are also free playgroups/storyhours for toddlers at all our local libraries.

You can't find friends in place of him!
Rather, you had to understand the reasons of his isolation when it just began, giving him help. The realization he has no friends demonstrates a sort of socializing difficulty he get due to his character or some environmental obstacles. I hope he has had mates and friends during his infancy and it only is a fact born with the puberty, otherwise the situation is graver even.
Generally some chat should be done by a male presence (dad) but failing you can try to open (step by step) some focused talk with the purpose to understand his mind.
In the meanwhile try to invite some cousins or friend's sons if you have any. Drive him to go out with mates or to spend free time in their houses, etc. etc.

I'm in the same situation w/ my 16 mo old. It's cold here and we can't even go outside. We just try to find things to do. You should check with the local YMCA. Or I think you can check to see if there's a mommy and me class. I'm thinking of doing a swim class or arts and crafts. He's getting where he likes to look at Barney and disney characters online.

take him to a day care facility for a few hours... or there are mom groups you can join that meet and then you meet other moms of kids your sons age and he'll meet other kids his own age. they do cool things together like go to zoos or parks or things like that. there's lots of stuff. you could talk to his pediatrician about some ideas, or chat with some of the moms in waiting room of the pediatrician- even if their kids are 5 or 10 they'll prolly have some ideas.

mommy and me classes maybe. the malls where i live have play places in them. maybe you could try that if its available to you.
