I have a friend who is basically a puppy mill. She breeds and breeds her dogs without care for their welfare and I want to find a legal way to shut her down. She doesn't make enough in a year to claim on taxes so I know she doesn't claim (makes around $7,000 per year). Her home isn't clean but I've seen worse be let go on Animal Cops. She's outside of the city limits (way out in the middle of nowhere with no electricity) so I don't think her having 16 dogs will make a difference. She breeds some of the worst quality dogs I've seen because she breeds anyone to whoever is in season. She never lets puppy buyers come to her place, always meets them in town "because the roads are so bad". Can anyone think of a way to shut her down? I live in North Idaho. I have several other people who want her shut down but they don't know what to do either. Please help.

She has several toy breeds and breeds them indiscriminately to each other. My kennel club members are the others concerned but we can't do anything really. She doesn't skip her bitches and sells to just anyone. Plus she just breeds and breeds for the money, that's why she doesn't care for their welfare.

We've raised awareness in our area so she's been forced to sell on the other side of the state which is good. I didn't know it was $600. I'll check into that.

I have about 1,000 (one thousand) pictures that she herself took. I got them on accident helping her with a computer problem (that's how this all started several years ago). Maybe I can do something with them?

Have you tried reporting her to the Authorities? If you make more than 600.00 you are supposed to report it to the IRS. Have you and the others told her how you feel?

You can try reporting her to the USDA. Most puppy mills have to be checked annually by USDA to be sure they are up to whatever minimal standards there are for care and housing.

You could probably also call animal control and have them check up on her. This might not shut her down, but at least raise the living standards for her dogs and perhaps limit the number she has.

If she registers her dogs with any dog registry, you can call them to see if they have any ethical standards for members. This may get her kicked out of the registry and make it harder for her to sell her dogs.

The best thing you can do is raise awareness in your town of why these puppies aren't the best investment a potential dog owner can make. If you are successful in educating people, you will decrease her market. When you decrease the demand, the supply also must drop.

Contact your local Animal Control and state that your concerned about the well-being of the dogs. They can do a health check on them and make sure they are healthy and cared for. If she's in an area where she doesn't need a kennel license, then the county can't "get" her that way. Look into your local codes or regulations regarding animals. If the animal control officer says it's out of his hands, then go to your local paper and start spreading the word not to buy from her and why. It's hard when you know what is right for the animals. If you have proof of mistreatment or unhealthy conditions report that as well. If her house is filthy. I mean to an unlivable point call the department of health, I think, as well. It's a fine line and you may have to repeat yourself a lot. Stay strong for the sake of the animals. God Bless!

St Lady is right about the tax amount. Do you have animal control in your area or any kind of humane society? If you do, you could call and lodge a complaint but you should get many people to call and make a complaint because it will taken more seriously when several people are complaining. What you think is not that bad may in fact be bad. The cases they show on animal cops are just the most extreme so it doesn't hurt to try.

okay first off if you can get photos of her place and send copies to the animal control in your areas . Also send copies of pictures to the local newspaper and tv station expose her so that she will not even be able to sell anywhere . Notify .notify and keep notifying your local breed clubs and anybody who will listen . There is a senator in missouri who is trying to get puppy mills shut down there altogether . He is doing a great job. My mom and dad live in lebanon missouri and my mom told me about this and this is how the senator's aides went about this . He had them get pictures of places and animal control was on them real quick also if you dont get a response from your animal control try the next step and that is start making noise at your governor's office and you congressman's office and who ever else will listen in authority . In some states, if you have more than 3 breeding females, you are supposed to have a license.

Seeing health certificates come from the State Dept of Agriculture, that may be an avenue you could try.

There must be some County Dept you could contact if she is outside "City Limits".

Below is a consolidated list of dog laws for Idaho. I haven't picked through it, but maybe it will give you some ideas.

What others have said is good advice. I'd only add:

Call the town's animal control. There is probably an ordinance of how many dogs she can have on her property - AND - most likely all of those dogs are required to be licensed with the town and have current rabies vaccinations.

If any dogs fail those two criteria, the town should step in. You could call the town clerk ahead of time and let them know about the situation and ses what they say.

First phone up your local council and make a verbal report. Follow it up with a written report. Keep copies of the letters..and any phone calls you make, keep a record of dates and times and get the name of whom you spoke to. You could also inform government officials in your area. If you look on line you will find charities / sanctuaries / shelters that are supported by celebrities. Write to all the celebrities that you can find, that have a love for animals. Start a petition on line and off line There are sites on line specifically for petitions.. and you can even add to your face book.. if you have an account there, or open another account.. you know one of those member ones. I wish you well with this task, I know you will see it to the end, and get the place closed down.

Report her to the local ASPCA chapter or Humane Society. Puppy mills are horrible places and shouldn't be allowed.

She also has to have a vendors license and a kennel license. No matter how much she makes on the pups she has to collect sales tax and report it. No matter which state you are in they want their sales tax. Call the auditors office (which is where you get the kennel and vendors license) and see about her licensing and how to report her. Keep in mind when dealing with sales tax your friend is not only looking at hefty charges but could also be looking a jail time too.
