is there any liquid that can reach 212f without becoming pressurized in an inclosed container?

All liquids evaporate to some degree, and all liquids are hazardous to some degree, even water. In general, look for a liquid with a high boiling point, that will give you the least evaporation. Dodecane, for example, boils at 216 C.

Most oil lubricants can reach temperatures of much higher than 212 degrees F with minimal change in volume per mass.

Sorry all liquids evaporate except glass which evaporates but very slowly.

If viscosity isn't an issue, I would suggect using Glycerol. It has a very low vapor pressure at 100oC. It has a low toxicity and a high flash point.
