The core muscles behind your "problem" areas will all be pretty well exercised and toned in this way also, which should improve appearance.
Learn to love your body! A bit of fat is healthy and many men find a moderate amount of fat attractive.

You are not over weight but ladies carry more fat on their bum and hips than men do, so you need to burn it off, the most efficient way to get rid of fat is aerobic exercise, this means raising the heart rate to about 60% of it's maximum for 20 min or more. These days heart rate monitors are cheap and come with a chart so you can work out your heart rate for your age, if walking does not raise your heart rate sufficiently then light jogging is in order. Do this three times a week and guaranteed results will follow, If you have not exercised before please consult your doctor for a check up. Strict diets do not work but there is not enough room here to explain why, just eat healthy and wait for 2 hours after a meal before any snacks, good luck.

The problem isn't the exercise so much or food, its your genes. Many women carry weight in different ways. Yours happen to be in your hips and thighs. The only true way is to really focus on dieting and exercise. You'll probably lose weight in places like in your tricep region before others. So try to lower your overall body fat percentage and you will begin to see results in the desired regions as well.

I'd say do some weight training, it will help you build muscle and the fat will get reduced therefore making your clothes fit better, but if you are serious and want to change your body shape completely then you will have to change your diet and do 30 min cardio and weight training every other day then they should dissappear but only if you are serious about it like eating 6 times a day and increasing your protein intake.

You can't ever spot reduce through dieting. If you are not over weight and are healthy why worry? Alot of women (I assume you are female!) carry their weight there.. it is to prepare you for giving birth! If it really bothers you do some specific exercises i.e. squats, lunges and sit ups

You may have to get used to them, I have the same thing with my tummy. No matter how many sit-ups/planks/crazy exercises I do I will always have a little pot.
Its about learning how to dress around it, how to look and feel your best, highlight the good bits, hide the bad and decide that there are better things to worry about.

Do lots of walking and running if you can. I go to the gym and find that the weights that excersise the inner and outer thigh get rid of them completly. Good luck!
