Yes, but it's very difficult, especially if you have AT&T.
To get cheap DSL through them, they force you into their most expensive calling plans.
If you choose only a dial tone, you will pay the same rate for DSL that you do for cable.

AT&T has NO VOICE DSL...no land line needed.
When you call the representative tell them you only want the DSL - no phone service.
