James,
Are you joking?
You should email Richard Branson. I don't have the expertise.
But i will give you an advice. If you really want to do it then do it. Work hard and don't give up.
Good luck

Hmmm .. with a budget of £20,000 you might be able to set up an airline that flies a 30 year old Cessna or some other little propeller plane from some tiny one-horse airfield to another. And it could be only 1 flight a day, to keep costs down. And you'd have to man the phones and fly the plane yourself.

Are you crazy? Or just weird?

Maybe a quote from Richard Branson might help answer your questions. He was asked - How do you become a millionaire? His answer, was First become a Billionaire, then buy an airline.
Since £20,000 would barely fill the fuel tanks on a 747, I feel you have a way to go before you achieve your ambition.

Lots of money, lots of sponsers, lots of government aid, for example for one boeing 747 costs on average over 400,000,000 million dollars and to rent 1 gate at one station per month will cost you around $40,000 depending on the airport authority. Airlines have to pay fee's for virtually everything, even to take off and land there are fees. Plus the competion is rough.

No it would not be possible to set up an airline on a budget of £20,000 - that would not even buy you the smallest private jet never mind a fleet of passenger aircraft.
For that budget you could maybe set up a 1 cab private hire taxi company.

Its not as silly as it sounds. There was a program recently on TV about a couple who did just this. Started with one plane and I believe they've now got 3 or 4 and are doing ok.
Can't for the life of me remember the name though

I think to set up an airline you need a group of experienced wealthy businessmen/women to help you.
