I take it you've heard "looks like mutton dressed as lamb" this would indicate an older lady (not old, just older) dressing like an 18 or so year old.

Simple - trying too hard to be young when you're old!
Older women/men always look better when they dress smartly, but appropriately for their age, ie no mini skirts for the ladies, even if their legs aren't too bad!
