If they have just contacted you again after all this time, then it might just be that your ex was not claiming any benefits.
If you are no longer working in the same job you can apply to have the award looked at again, so appeal that.
Get some advice from your local CAB and see if they can help you in anyway.
Sadly the fact that you do not see your daughter will not have an impact on any CSA award.
Legally they now have to take into account your financial obligations, lots of things have changed with the CSA since 1997, although they are still largely incompetent.

is CSA for Child Support Administration?? well- sounds liek you have some back pay. They only way this can happen and you never to knwo about it is if your ex has een trying to contact you for a long time and hasn't been able to and she somehow filed a child support order against you and you never got a form or letter about it. It';s funny how you would never knwo about it because the first thing that Child support does is contact your most recent employer and demand to have the funds deducted from your check before you even see the check unless you get paid under the table or you have your own business. This is the only way you could have never foudn out about it. Now all you can do is go to cour and tell the judge that you can't pay it off. They won't make you pay it off in one buch but- you will have to make monthly payments which will include a late & interest fee. I'm in CA and my ex has to pay me about $300/month but with late fees & interest he ends up paying me about $400. Tell the judge your living situation and how much bills you pay and see if they will give you a chance to pay it off little by little but they will not eliminate the debt unless your ex sends them a letter stating that you paid her some of the money cash but that would mean that you would have to talk to her and see if she can help you that way but- it all depends on how nice she wants to be. Good luck and all you have left to do is pay the debt or they can suspend your license, report to credit bureaus that you're late on the payment and even put a warrant for your arrest for backpay.

Get intouch with the CSA and tell them you can't afford it. They HAVE to help you sort it so you have enough to spend on all your bills and living expenses inc food, petrol, mortgage etc before they can deduct or consider how much you can pay every month. They do that with those who owe tax credits back (due to their imcompetence, I now owe £3000 tax creds to them, paying them £100 p/m).
It may be that the bankrupcy had ended and theyve calculated from the date it ended at to the present. If theyre not considerate enough to allow you to calculate your outgoings first before they set up payments then please seek legal advice. You should only be paying 15% of your wages anyway.
They can be idiots, my sister tried to pay her daughter maintenance through the CSA, she phoned them herself to give her details, and they WOULDN'T take her money! Time and time again they said theyd sort it and they just haven't!
Good luck, it's good to know that you're a decent, responsible guy.

although you've declared bankrupt your daughter nonetheless desires helping & as any solicitor will inform you get entry to has were given no longer something to do upkeep. Did you easily get it in writing from CSA that your funds were nil or did you in common words anticipate they could be. in case you recommended them a clean evaluation might want to were made yet appears like they have in basic terms been taking your previous earns into consideration till they found you. in case you somewhat want your daughter lower back on your existence you should have tried to make funds & take care of contact a lengthy time period in the past don't be shocked if she tells you to wander off cos after 11 yrs why might want to she want to charm to close some-one which hasn't even bothered about her

well it would seem that she got a monthly child support payment ordered through the court system. if you are that far behind it must have been some time ago. unless you have been moving a lot then you should have received some papers through the court system. you should definately contact them and set up some kind of payment plan. you will have to submit a financial statement. you can list your bills and payments, and how many dependants you have now, but what they generally do is take a certain percentage of your gross weekly pay and then if you are far behind (like you are) i would kiss a lot of my future tax refunds goodbye, because the money won't even come to you, it will go directly to her to pay on the arrears that you owe.

Well either it's because they are a massively incompentant bureaucracy.
Or because the mother is in trouble/got greedy and has given them a nudge.
Either way £19300 is ridiculous! I thought the CSA was about helping families not destroying them.
