It is commonly used among pagans, wiccans, and witches as a farewell, a way of saying goodbye. But, if you take it a bit more to heart, it is a blessing, a way of saying, "Be Blessed. You are blessed." Namaste.

Mainly Pagans and Wiccans use this. Simply means we hope you are blessed. Kind of like saying "Hope everything is well with you".

In Scripture it means "set aside", "made holy" - from the Latin "Sanctus" - "Holy"...we get our word "sanctified".
When the Jews in Jerusalem met Jesus on the First Palm Sunday, they said "Blessed be the name of the Lord. Hosanna in the Highest". Meaning, "God's name is holy".

I think it depends how it's being used...
It can mean "you are blessed"
It can mean "holy, sanctified, pure, annointed"... i.e. blessed be thy name
