With this plan, carbon emissions (the main contributor to global warming) are to be decreased in the next year back to what they were in 1999, which is quite a difference.

The very best thing is to recycle everything rather than forcing the job on nature's processes. The mass is manmade and humans can fix it. by recycling trash rather than dumping it. Recycling in this instance means to process all the trash we humans dump into the environment one way or another. Its never been done of course but it should be. The process required has never been used but it should be. All the chatter about greenhouse gas is just the tip of an iceburg when it comes to how to fix the problem. But in fact it is a very fixable mess and recycling is the way to fix it.
