If she talks fine at home, she is likely just shy and unsure in a social situation away from home. That is normal. Kids take time to adjust. One of the biggest things children learn in preschool is how to interact with others in a social situation. My little girl wouldn't talk when she first went to preschool...but now that she is used to it and comfortable, she talks and plays with all the other children. My wife arranged lots of play dates one on one with the children in her class so she could play with them and get to know them. We did this at our house where she was comfortable. Then my wife took her to the other children's homes which was the next step. It taught her to interact in an unfamiliar environment but gave her a sense of comfort knowing mommy was there. Within about 10 minutes, the kids were inevitably off, playing and chatting up a storm with each other. This really seemed to help my little girl come out of her shell and now school is no problem.
If...on the other hand, she doesn't talk at home...time to see a specialist. If he/she doesn't talk at home by the time they are ready for preschool, I'd be concerned.

She doesn't talk at school? I'm guessing she talks at home. At least a little cause you know a reason for her not wanting to go to school.

Home school her please!!!! My niece has this and it is called selective mutetism. Her mother gos to a public school with her and it takes a lot of time to do that. Good luck
