Both suggest that the person who is unable to organise their time properly fails to leave enough time to complete certain tasks.

In order to complete the tasks on time it would be necessary to steal anothers work or get an extension on the deadline.

Because you didnt mention a deadline extension I assume that the work had to be completed on that date for an important reason, so failing to complete the work on time also shows that the person see's the work as unimportant.

either they didn't take enough time or didn't allow enough time to write original material. in order to get something turned in on time, they copied what was already written and turned that in. I agree, the assignment wasn't important enough to do a good job.
