If she is turning 5 this December (assuming you mean December of 2007), then she will have to wait to start Kindergarten until 2008, simply because of the way her birthday falls. I'm pretty sure if the child's birthday falls after September 1st of the school year, they have to wait for the next school year to start. Those are the rules for Wisconsin anyway. You may want to contact your local elementary school to find out for sure.
As far as a "grade level", your child shouldn't be in any grade level yet because she's not in school yet. However, there are certain developmental "milestones" that your child should be doing at this age. I've listed some links below that talk about a 4-year-old's development.

A 4 year old is typically in a preschool (by parents' choice). Depending on gender, 4-1/2 to 5 years old is the age kids enter kindergarten. Statistically is has been proven that boys who enter kindergarten at a later age, say 5-1/2 to 6, have a better chance of graduating high school than other boys who start earlier.

A four year old doesn't have a grade level to be in. Kindergarten starts at five or six. You can have your four year old in preschool. My son was in preschool and head start from the age of 2. I helped out a lot with the class and was able to be with him.
4 year olds have no level to be in. The person that says pre school starts when kindergarten starts is wrong. PRE school means early education BEFORE starting regular school not at the same time!

Well if the child just turned 4 then pre-school. If the child is 4 and turns 5 before the cut off date for kindergarten then he/she can be there. Both are options and many states don't mandate preschool.

well, when i was 4, i was in the pre-school, but not all kids go to pre-school, if im not mistaking. i am now 15 and in the 10th grade, which is what most people are. pre-school is around 4-5 and kindergarten is from like 5-6.

With your added details it appears you have answered your own question. First, of all - check with your local school district to see what the 'cut-off' date is (meaning some states allow children to begin school at 4 as long as they turn 5 by November 1).
My birthday is 12/12 and I had to wait until the following year.

A 4 year old could be in preschool or "4k" which is a very young at. Wisconsin is known for young education at 4 years old. If i were you I would wait. A child learns better from the parent.

It depends on her maturity level, but 4 is generally a pre-school age. I started school at 4 (my birthday is in November), so I was always younger than my classmates (I graduated at 17). I was, also, painfully shy. My mother admits that she should have held me out another year. I probably would have done better.
