I was told to stand outside with the dog wearing an average sweater, nothing too thick. If you can stand it, so should the dog and he may just be anxious rather than cold.
Otherwise. Dog clothes! I even saw a rottie in NYC wearing a very chic puffa jacket and booties a couple of weeks back.

Your puppy is too young to be out in the bitter cold. That's like taking a baby outside with no clothes on. Your puppy will get sick. Get a sweater for your little puppy. You have already started the training and putting on the sweater will add reinforcement to the training. When my dog was a pup, I would put a sweater on him and say the word "outside" frequently. Then when the weather was warmer and he didn't need a sweater, I would just say "outside" and he would head for the door. Now he just goes to the door when he needs to go to the bathroom. I still say "good boy" when he is finished and comes back in.
Also, I would suggest taking along treats for your puppy. When you are outside walking with him/her and he/she does his/her "business", give him/her a treat to further reinforce the good behavior.

Keep trying (it is soooo hard to re-train, once a dog makes mistakes in the house, or has to go from wee-wee pads to outside) and get a sweater for your pup - they are fairly inexpensive, and will help a lot!

Keep trying. Even though it is cold, but if your dog wants in then they will learn how to go and do their business. Dogs shivers alot b/c maybe they are nervous. But don't give in since it's cold, keep trying.

Try puppy pads they have a special scent and it makes it easier then taking the puppy out side in the cold
