It depends on the concentration of the ore. Typically this is around 30%. So to get 1 ton of iron you need, 3.33 tons of ore.

Steel is made by adding minute amount of carbon (between 0.02 and 1.7% per weight) so the proportion holds.

Please note that the value of 30% is quite arbitrary. I have seen mines with concentration ranging all the way to 65%. Some mines don't even concentrate the stuff before shipping it.

Most iron is made from Fe3O4 or Fe2O3 ore. Since Fe(iron) is three times the mass of O(oxygen) you can do the math and see that about 2/3 of the mass of the ore is iron and 1/3 is oxygen.
