Just about any photo software will do that...you likely have something on your compter...you can also try using your menu options for your printer to print size?

Picassa from Google is free and it will do it. It even keeps the original picture when you crop or resize so you can always go back.

Windows Picture and Fax viewer which is built into WIndows XP. Simply choose to print and the print wizard will let you choose the size to print the picture. 4x6 is one of the options
