how do i delete a file when my system says the program 's running.its a "pop-up" ad ni can't get rid of it

its a pop-up file and when i try to delete it my system says that since the program is running and my disc is full or its write protected it can't be reomved. it's driving me crazy..how do i delete it...HELP!!!

Note the location of the file and then reboot windows into safe mode by pressing the F8 button while the computer is still in the DOS mode before the windows splash screen shows up. You should be able to delete the file then.

If you know the name of the file, it may be as simple as bringing up the windows task manager. under the processes tab you would find that particular program running, click on the file name, and hit end task. then you should be able to delete the file from disk.
