I mean that a car could generate some energy it needs to run, eliminating a considerable amount of gas.???

Some hybrid cars do that. The energy generated does cause drag on the wheels. They basically use the generators on the wheels as brakes, or part of the brakes.

The energy of the spinning wheels already came from the car's engine. It sounds like a round-about way of asking whether the engine can be used to power the engine. (Remember that extracting energy from the spinning wheel will stop it from spinning.) That said, electric cars often use 'regenerative braking.' When you want to slow the car down, it turns the electric motor into a generator. Energy from the car's motion runs the generator, and that charges the battery. As kinetic energy converts to electric energy, the car slows down. You can never recover as much electric energy from the car's motion as you put into moving the car in the first place, but it helps the battery's charge last longer.

Yes, it's called dynamic breaking and many electric cars use it.
