everyone agree that the purpose is to become "readable from rear view and side view mirror".
But why do mirrors switch left-right and not top-bottom? Why do ambulances write "Ambulance" backwards rather than upside-down?

It is because the ambulence want the driver in front of them to see who it is and what it is correctly from the rear view mirror. If they didn't, then the driver wouldn't know what was happening.
