There ARE all inclusive resorts in the Virgin Islands.

In the USVI, they are all on St. Thomas. There is the Wyndham Sugar Bay, Marriott Frenchmans Reef, and Bolongo Bay.

In the British Virgin Islands you have the Prospect Reef Resort on Tortola and Biras Creek on Virgin Gorda.

There are no "all inclusive" resorts in the USVI. You may be able to get a flight/hotel/tour package but most likely, you would be on your own for food, drinks, and activities. The Ritz, Bolongo Bay, and Marriott Frenchman's reef are pretty quiet and relaxed.
