my daughter is 3 and half, and she does the same thing....i tell her that is a private thing and if she wants to do it she has to be in her room alone. I also tell her that no one else is allowed to touch her vagina or breasts and that she should tell someone right away if that happens.

My daughter has four kids. The approach she used was to tell them it was something to do in private. She also made sure it was understood that NO ONE else should touch her in her private parts . Do reinforce that she is not to touch other peoples private parts.
It's always hard for adults to broach such subjects as we find it embarrassing. I think if you gear your talks to the age of the child in time you'll have a healthy adult.

It's probably just a phase. Don't make such a big deal about it and she'll probably stop. The only thing is to tell her not to do it in front of other people. It's probably a good time to start talking to her a acting like a young lady and that kinda stuff. Keep it simple. She'll get it, sh'es just being normal.

it is nornal for her to explore her body, you can check out parents.com under toddlers and it has several articles on dealing with that. i'm sure it will help you on how to approach this w/ your daughter. but you don't want to punish her or make her feel bad about it.

My daughter is 16 months old and sometimes when she gets in the bathtub she will touch herself, but she only does it in the bathtub and I tell her not to do it either.

no dont discourage her from learning her body she will learn by you guiding her. my yongest daughter is two years old and when she touching and looking at her body i just observe her and teach her to ask questions trust me i have five girls

she's fine in private. she's at the age of psych. development where she's starting to notice her body and kind of wants to explore it. all little kids do it.

Would you tell a boy not to touch himself?
Sorry but it bugs me that most people think it is normal for boys to play with themselves but not girls.
Don't make her feel ashamed of her body.
Also boobs are for babies, not for sex.
