Who do I get in contact with to correct an errosion problem caused by a city ditch that runs along the boundry of our proberty on 2 sides?

You don't say where you live, which is the key to a good answer.

Here, we'd contact the County Drain Commission, who'd likely send out the County Road Commission to re-do the drain. In my case, a flooded back yard got a 24-hour fix from my County, which has to be a record for non-emergency action from any government!!!

In your case, I'd start with the City -- the Mayor or City Manager's office is a good start.

Well if it is a city owned ditch (ie its within the public easement) you are gonna have to work with your local government. Good luck with that, and be prepared to hire a lawyer. If you really feel the Corps can help, here is where you find your local office.
