If you werent told that you would be making one I doubt you have to. But to be safe you should prepare one.
The speech I made at my best friends wedding went like this:
First I thanked his parents for raising a wonderful man that my best friend had fallen in love with
2nd I thanked her parents and complimented them on raising such a great daughter
Then I thanked the bride for all the fun I had with her thorughout the planning (you will only want to do this if you actually planned the wedding with her, I was by my BF's side through all the planning)
Then I did my speech about them. I talked about how I went to her house one night when they had first started dating and when I entered there were 2 sets of a bunch of things. When I asked her why 2 of each she said that they belonged to him and that he had bought these things so he could spend time with her doing the things that she liked to do. And how when she said this, I knew she had found the man for her. And how happy I was that she found someone that would make such purchases just so he could spend time with her (these were not cheap purchases either, a set of golf clubs, a mountain bike, etc) And I ended it by saying that I hoped that for the rest of their lives they were always buying things in sets of two.
I prefer speeches that talk about the bride and groom and not so much your experience with the bride. The day is about them, so try to make it about a nice story that you know about them. But also make it short and sweet, it doesnt need to be long and drawn out. Also, I knew I was doing this speech and the best man asked me if I would thank the parents since I knew both sets and he didnt, so dont thank the parents if you just do an impromptu speech, the best man usually thanks the parents.

Aren't maids of honour an american thing? I've only been to a few weddings but I've never known the chief bridesmaid to make a speech. Could be wrong though. Suppose it depends on who you're doing it for, so i'd ask the bride.

If this is in britain then I have never heard of a Maid of Honour doing a speech. Just usually the best man, father of the bride and sometimes the Groom.

My Maid of Honor gave a speech it was nice. It's not required but the bride may like it if you said something.
Most importantly don't talk about yourself. I went to a wedding a month ago and the Maid of Honor went on for 20 minutes about her and the bride. This occasion is not a memorial of your friendship, it's a celebration of the couple.
I recommend sharing a quick story about them, maybe a funny joke, then offering them congrats and making a quick toast.

Yes, the Maid of Honor does normally give a speech at the wedding. you can touch on how much your friend means to you and that you are happy for her and wish them all the happiness in the world.

Usually the bride or groom will ask you to do a speech if they would like you to. But just to be prepared you may want to think of a time that really showed you how much they loved each other that you can share with others, wish them happiness, and basically give them the best wishes.

Yes, maids of honor do give speeches usually! Say someting like you are glad that fate and destiny has brought them here today and that you wish them the best oof marriage and love and life together for all eternity!

yes...the maid of honor does a speech at the reception just like the best man. usually the maid just spills stories of embarassing tales of what happened in her childhood or adolescence...memories of growing up and best wishes for life together with her husband. be funny if you think you can get away with it...but be sincere also.
