Wanting her as a girlfriend means that you have the desire to share parts of your life with her that don't necessarily have anything to do with you as a couple. For example, if driving somewhere to show her your favorite waterfall makes you feel happy, then you want her as a girlfriend. Otherwise, it's likely to just be lust.

There's nothing "wrong" with lust, but it is an inferior form of attraction compared to love.

you can like many girls, but you can't date all girls. if you like a girl a lot, and enough to give up your freedom not to see another girl, then she is the one that you want as a girlfriend. if you have a doubt on your mind, she is not the one.
