If you are using Tarot cards as an oracle, you may be more inclined to read card meanings and spreads. But if using Tarot Cards as a tool for Psychic Ability you would be less likely to hold to any hard and fast guide lines. I’m a profession psychic and use Tarot Cards in a random way. In 25 years of professional readings I’ve never used any ‘meanings, spreads or reversals’ of tarot cards from any books.

In a big way. I did a reading once for a woman I met at a bar. I was doing a reading a friend of mine requested, and my kitten enjoyed jumping on the cards whenever I read at home, so I'd gone down to my local pub to have some table space and dinner. This woman was fascinated and asked that I do a reading. She shuffled the cards and I started laying them out, and she had every "bad" card you could possible get - the Tower, the Death Card, the Devil, the Nine of Swords, the Ten of Swords, the Three of Swords, etc. I start laying the cards out and I think I must be really off because she seems very happy and chipper and the spread was just telling me of all kinds of disaster and ruin. I start telling her what the cards are saying, and it turns out she was locked in a bitter divorce with her husband who had cheated on her and was trying to take the house and the kids away from her, and it wasn't going to end any time soon.
It took me years to get her energy off my cards. That particular deck would not say anything "nice" to anyone whenever I used it. I consistently got gloom and doom for people whose lives were going swimingly (and whose lives continued to go swimingly) up until last year, when they decided they'd gotten over the shock of having the woman in the bar handle them.

I guess that would depend upon the source of the negative energy. If it is the one asking the question then I am sure the cards will reflect that. If it is the one doing the reading, then they should know better than to do a reading when they are projecting negative energy. If it is an outside source, both should find a way to remove that source of negative energy as that could interfere.

i dont know about tarot card reading but scientist have proven through quantum mechanics everybody is connected in some way through some kind of conscience energy, but they said it isnt enough to change cards or large states of matter

Not unless you think it does. If you allow any little bit of you to think it will affect it, the whole thing will be thrown out of whack. I'd probably do some purification just to be on the safe side.
