First you need to go to a country where distilling for personal use is legal (in most places it isn't).

Also as a further correction to the prior posters, whisky is made in Scotland and Canada. Whiskey is made elsewhere.

not really an answer but Togashiyo has got it the wrong way around, whisky is made in scotland, whiskey everywhere else

If you want to make whiskey, you have to go to Scotland. Whisky, however, is made everywhere else.
