This is a really special moment and in some cases will make or break a relationship.
There is not enough romance in this world,so make this moment special.
A candle lit dinner with soft background music,a city break away,a show or if money is a problem,a nice country walk,a drive in the car to a remote location (Somewhere nice or a place that holds a special memory for you both).
Choose carefully as the ambiance is critical,then look into there eye's,say nothing,wait for a slight reaction (usually a smile) and then say I love you (name).

Catch them off gaurd (toilet always works well) and bloody let rip with a whole lot of romantic stuff (I'm not sure how you're going to get fireworks into the bathroom, however) or just say it simply and frankly. If you've never said it before and they're anticipating it, catchng them off guard could really cheer them up when they're least suspecting it. Perhpas when they just leave work or another place they often go.
