According to the treaty the nationals of signatory countries of which India is one,have equal rights of access for any purpose including the rights of residence.But the Norwegian Embassy refuses to issue transit visa for Oslo though the the place is accessable only through Oslo.Norway is given the control over the place according to the treaty on conditional that it should not prevent the signatory country nationals from entering.But the Embassy purposely does not allow any Indians to visit the place.Where can we appeal this matter?

Svalbard is under Norwegian control. The 1920's treaty that you refer to does not mesh well with modern realities - the available resources cannot support unlimited immigration. It is a barren, bleak place with a small population and few opportunities. As with most other countries, if a visa applicant is deemed a non-immigrant, a non-immigrant visa (transit, tourist, etc.) is generally issued.
