All you need is a battery and two electordes. Trouble is, the power obtained from burning the result would not give sufficient power to generate enough hydrogen to keep the process running.

My landrover engine will run in water, being a diesel it does not rely on electricity for sparks and with a high level snorkel on the intake it cannot suck in water, it is also advisable to have a high level exhaust .
