There's a dog that is always outside in this guys garden, I can't tell if it's old or starving. And it never seems to be out of the garden, everytime I pass. It's always dropping it's head and laying down if you look at it, in a submissive type of way. Is this dog being abused or something?

maybe u could sneak a peak into the yard to see if:
1. it is chained up?
2. it has any access to clean water?
3. it has any food or food dishes?
4. any toys to play with?
5. does it look very skinny?
6. does its coat look well looked after?
7. does it have a bed or anything to sleep in?
reading ur question broke my heart. i hate 2 even hear of a dog who could be being abused. i have adopted a dog who was badly abused. its just so sad. if u have a bad feeling about this dog, i would advise u call someone from a local rescue group to come and check it out. u can remain anonomous, and u never know, u just may be saving a life!!
use google to search for animal rescue dogs near you. they will be very happy to recieve ur call...

When you walk by, does the dog do anything that looks like it needs some help. Try and see if you can see its paws. Mabe the dog is chained down. The reason why I say that is because you stated that it never moves. If you can get a good look at the dog, check and see if there is anything that is not right. Then go ahead and call animal control. If you feel the dog is in any danger, call them anyways. They will look at the dog.

The only advice I can give you is to call animal services. Tell them everything you wrote in your question. They will come and check the dog out. If anything is wrong, since he's outside, they'll take him and get him some medical attention. You can reaquest to be informed as to what the issue with the dog is. Good luck.

Sounds like the Dog needs love and attention,go steal the dog from the creep and take care of it the way God meant us to do.
But anyway you should call animal control first before committing a crime..

I would call the humaine sociaity. Most people would just ignore it. Also keep an eye on the dog for any marks ro sign sof abuse. Too many times do we turn a blind eye

It is very possible... is there anyway you can go check it out and get a better look? If it is being abused you should contact the proper authorities.

Is there food, water and shelter available to this dog? If so, then he's not being neglected. Abused? I don't know, is someone beating him?

Does it have a dog house, do you see water or food? Do the right thing and call your local ASPCA!

Can't tell just by that, but if you have concerns just call the rspca and tell them what you're thinking and then they'll be able to help if there's anything going on
