of somebody who lives in France but carry american and french citizenship?
and all of this witout paying one cent becase i find them in the internet but have to pay,i did once and it was a crappy website

The big problem with attempting to obtain criminal records is the policies of most of the places holding them.
Some places require an independent asker to come to their organization and pay a fee to get them anyway.
If you were taken by a website, I understand how frustrating this is.
Sometimes attorneys get them from the courts as part of their defense strategy, but the surest way to get them is to have someone who could care less about their career in law enforcement get them for you. The downside for the cop is that they will be fired and federally prosecuted and imprisoned in this country for doing this and most people in law enforcement have a strong aversion to imprisonment.

I beg to differ with the last person, but arrest records, criminal records(except Juvie) including the "book" at processing centers,area public record and a simple written request with pertenat information is all that is needed

as far as I know, you can't ask for somebody else's record, only yours!
You have to write to the "Casier judiciaire national" (national criminal records center) to ask for it. For people who are born abroad, they need to attach a copy of their birth certificate.
There are 3 types of "record extracts", level 1 is for small penalties, level 3 is for crimes.
When French people apply to a job, they are often asked for the "Level 3". Other levels are for justice and are confidential.
