I have a humidifier running in my home all of the time, also use baby oil when you are still damp fro your bath or shower. I use a good hand lotion, like St. Ives to keep my hands from drying out.
Also use a good hand soap(liquid) with aloe.

Try a combination of washing only with oatmeal soap and applying Uremol cream(prescription).
My son had winter eczema really badly once and these items worked great.
