Of course. Anything that is considered reckless driving, or driving that can endanger others on the road can get you pulled over. Driving on a flat tire absolutely falls into that category as it causes problems in controlling steering among other things.

Can you give us more detail. I know several times we were trying to pull someone over for driving on flat tires.
Generally this was a result of the spike strips we had laid down on the road because they were fleeing the other officers.
It is pretty cool ro watch a car drive down the road with the rims shooting up a surprisingly sweet looking shower of sparks at night, but it is far from safe.
A note of caution: if you do this in Oklahoma and are running from the cops down there, look out! They enjoy a bit of trigger time as they blast your car with shotgun or pistol fire as you speed by.

A police officer can pull you over for anything they feel is a danger to you or other drivers. Often, with a flat tire, they will simply pull you over to help change the tire (or render any other assistance).

he can but they shouldn't be a ticket but its not smart to drive with a flat tire cause your car will move back and forth and it will ruin the rim

Yep, that's not safe for you or others near you. You may also be asking if you can get a traffic violation for that (a ticket). I'm not sure but, I bet if you were angry and rude enough you could.
