In the preparatory phase of Catholic mass, usually two laymen read the Bible at the pulpit beside the altar.
After this the priest reads another part of the gospel to the faithful ,followed by his sermon.

What you described - the readings by the laymen (people who are not ordained), the priest and then the sermon - is called the Liturgy of the Word.

It is not a preparatory phase of teh Catholic Mass. it is a very important part of the Catholic Mass. It is followed by the Liturgy of the Eucharist.

I do not know but if it is commanded by God the answer will be found in HIS HOLY WORD, The Bible. I've never come across laymen or mass in the scriptures.
Acts 2 The Church ( of Christ ) was established and in verse 47 it says And the LORD ADDED to the church such as should be saved.

Even I too feel same kind of thing but alas! people don't have any logic to follow any religion, they just blindly follow the trend.As those illiterate,inncocent people get influenced by those trained(so called beliver of that religion) people .Moreover they gurantee them better jobs & financial helps if they follow their religion .Its very sad that people are following that kind of practices.What I feel that you can't say any religion better of any other one without practicing others religion.Any how for me biggest religion is humanity

I have no idea. I haven't been to mass in years and they didn't do that before.
