To be honest, do not give electronic gadgets since Japan are way advanced in that field. It would help if you know what his interests are and start there. Everyone listens to music though, a safe gift to give I would think.

I personally would give him a picture of a place close to his heart, and enlarge and frame the photo. Maybe someplace he's always wanted to go, or an image or scenery near where you live, that means a lot to you, that he might enjoy too. Personalize it to his tastes. ( It can even be something as silly as a picture of a Big Mac on your kitchen table). Gifts from the heart always mean more.
Then, when he hangs it on his wall, he can tell people who view it, about you, the person who gave it to him. It's also a way to be remembered.

If he's japanese you might want to give him something from you country. Something you made yourself is good if you feel comfortable with it. If you know him well you could try to find something that fits his personality. When I think "gift for a japanese guy" I think "Goban"

Keep it simple. I know people make fun of them but the best thing for a guy where you don't know his likes and dislikes is...a gift card. Get one for somewhere that has a lot of options like Amazon or the local mall. You can also get him a VISA or AMEX gift card that he can use anywhere and on anything.

That depends largely on you, what kind of relationship you have with him and what interests he has. Regardless, the perfect gift is the gift you made yourself - be it a box of brownies, cookies, fudge, a painting, poem or craft. It's called giving a piece of yourself.

Give him a birthday treat to a japanese restaurant. Surely, he'll enjoy eating his favorite food!

I think that Japanese people like stuff made from bamboo so I will go ahead and suggest this "Alab Bamboo Fountain W/rocks"

i love to give services to people instead of gifts such as a massage or the like...depending on what he is into it might be car detail or a gardener for the day...but something he wouldnt usually pay for himself. massages are great especially for men cos they rarely get one done and it will be something he will remember.
