Its like covenant with God invoked in Nemehiah chapter 2 and In corinthians. That we can call the things as if like a sprouting corn.In Nemehiah God requires the prophet to write his own prediction. Writing prediction is important to rehearse to the world and God will remember what was written in due time it will happen.

Not necessarily in the way that maybe the wording was 'meant'. Let's not forget that much of the bible is set and relayed in metaphor, which means that God 'striking down a false prophet' could just as easily be 'fulfilled' by the prophet being revealed to be a false one, and being ridiculed as such (oral roberts comes to mind).
To 'strike down one's enemy' is pretty much carte blanche in terms of meaning to render them 'powerless'. It doesn't necessarily always mean death.

It does'nt say that, and even if it did, it had to be written by someone. At last the bible is written by men, by mortals. Most of them are long dead, they can't return to 'strike down' someone.

There are several places where Moses recommended the death penalty for men who prophesied and their words turned out to be false.
