hard to pick up a radio station, now that the batteries are on their way out.

The simple answer is yes.

The reason why is because the circuitry in the radio walkman requires a certain amount of voltage to keep the device running. As the voltage lowers the power is lowered. The lower the amount of power, the lower the output is going to be. Low frequency results in the human ear not being able to hear it as well. Low frequencies are also more susceptible to static.

When the batteries are running out everything sounds like a movie played at half the speed. The frequency will go down because there is not enough power.

Yes it would be the case, i find when my radio batteries are going the signal breaks up.
