While your question is understandable,Engineering wise it would cost a lot more to simply dig the lake behind the dam wall,than to raise the wall itself.Heres why:-

When the original wall (Dam) was built they would have performed Geological surveys etc. to make sure the ground was stable and strong enough to hold up to the pressure of the water behind it.Without going into too many technical details,digging the lake/reservoir deeper would have undermined the original wall causing a possible collapse.But building the wall higher you would have to also make it thicker for the same reason,but it would be cheaper!.

Normally dam walls are raised to increase the volume of water contained. It is very expensive and I'm sure it is being considered by those responsible for managing water supply systems.

Relax. It will rain soon. I have just seen on TV that the Todd River in Alice Springs is in flood. Your turn for rain will come.
