No...the insurance is specific to a vehicle or vehicles if you have more than one. And to be designated as a driver (without a guardian) you must have a valid DL.

That's the way it has been in all my years of driving.

No, you will ALSO need to list a primary, LICENSED operator on the policy - the person who will be sitting with you, when you drive the car.
