what is the difference between heavy cream and heavy whipping cream. I can never find just plain heavy cream..

It is the same thing: heavy cream is whipping cream

ph62198 is correct, but the exact fat percentages per law vary a bit from country to country where the terms are used, from 28% to about 38%.
