I had a dog who did that. I'd say " get em" and the dog would infuse that into the dream and start growling, then he'd bark and wake up bewildered.

My vet says dogs are just dreaming.

They're oviously dreaming but your dog seems unsettled.Make him feel more comfortable & safe in his surroundings while awake.
