i don't think downloading make such a noise but try this steps:
goto start -- run -- type:msconfig -- click on tab: startup
see what application running when the computer start that you don't need it, uncheck the box, restart the computer

How does a downloading computer sound, exactly? Do you mean your hard drive or optical drive is continually spinning? Keep in mind that a continuous sound like a hum could be a case fan as it gets older.

This sound is coming from one of two possible drives, check both to see if a disk was left in by accident.
In other words press eject on both drives. If both are empty, remove, then reload the drivers for these devices.

You mean like the hard drive is always spining? (Generally a hunm and clicking sort of sound) it probably jsut means it is workign hard to respond to your every demand :P LAthough it can also mean you have a virus, in which case you should make sure you have /up to date/ anti virus software.

it is possible that someone else is getting into your computer from somewhere else. usually done by spyware. to get rid of i dont know but the only way i get rid of it is i reprogram my computer wich will deleate everything off my computer and runs like if i just got it out of the box. backing up data is required bofor the operation.

Just ctr-alt-del and see whats running on the background to cause that, you can also go to start- run-and type regedit and check your startups but it's probably a virus scan that you might of set to come on but forgot.

Could be spyware running in the background.
Adaware and Spybot are two programs that may help if you have any.
