My computer sounds like it is downloading continually. It sounds like it is continually running new programs when it is turned on. What did I do wrong this time and do you know how I can fix it again?

How does a downloading computer sound, exactly? Do you mean your hard drive or optical drive is continually spinning? Keep in mind that a continuous sound like a hum could be a case fan as it gets older.

you could seem up the information about this pc on the Dell internet website. verify to confirm in case your pc has a outfitted in Sound Controller chip. If sure then installation the right software drivers for it and tweak the Audio settings. If no longer, only purchase a PCI Sound Card and installation it in the computer. installation the equipment drivers and connect a pair of sturdy high quality audio equipment externally to the Sound Card and also you'd be sounded instantly away.

This sound is coming from one of two possible drives, check both to see if a disk was left in by accident.

In other words press eject on both drives. If both are empty, remove, then reload the drivers for these devices.

You mean like the hard drive is always spining? (Generally a hunm and clicking sort of sound) it probably jsut means it is workign hard to respond to your every demand :P LAthough it can also mean you have a virus, in which case you should make sure you have /up to date/ anti virus software.

Just ctr-alt-del and see whats running on the background to cause that, you can also go to start- run-and type regedit and check your startups but it's probably a virus scan that you might of set to come on but forgot.

Could be spyware running in the background.

Adaware and Spybot are two programs that may help if you have any.
