To keep the explosive methane gas levels down, and evacuated from the sewer systems mainly.

Nitrogen is an inert (non-reactive) gas. Therefore, by releasing it into the tighter sewer systems where highly explosive methane gas collects, it tends to neutralize and displace the explosive methane gas to stop explsions and fires in the city's sewer systems.

It can also be used in high voltage lines to neutralize explosive oxidation processes that occur within high energy electrical fields. Also contributing to less explosions and fire events within these systems as well.

hmmmm, around here, I see nitrogen tanks close to telephone and fiber optic vaults buried in the ground close to intersections. I was told once that the massive connections in there get hot...so they have liquid nitrogen cooling systems....
