the short answer: "sailor" is someone who sails-anybody civilian or military. "Sailor" Capitalized is any member of the United States Navy, as defined by the US Navy (I don't want to argue about foriegn navies)

A sailor is a man or woman who is in the Navy. i.e.

The men in the navy used to be referred to as sailors, and the women in the Navy referred to as Waves. But now they are both addressed as Sailors.

Just like the men and women who are in the Army are addressed as soldiers,

The men and women in the Air Force are referred to as Airmen

The men and women in the Marine Corps are referred to as Marines.

Now the men and women in the Coast Guard are also addressed as Sailors. Coast Guard is often referred to as the swallow water navy.

A sailor is one who finish the maritime course and works in a ship which is commercial or engage in merchantile while navy is of higher level who are trained in the military for purpose of going to war and some are trained to become nay seals.

Technically, anyone who sails is 'sailor'! Including yachtsmen! By usage, 'sailor' denotes naval person, military person in warships, just as 'soldier' is military person on land! No harm in referring to 'merchant navy' people also as 'sailors'!
