It was very easy to see how someone who comes from outside that culture (which Sacha Baron Cohen is as an English Jew) would find that a bit strange. I'm sure he had no intention to be respectful about it. Then again, he didn't respect the gay pride parade, feminist group, or mortgage broker's convention, either.
I saw it twice, once in NYC and once in Orlando, and the people in Orlando laughed harder. They knew what was going on.

They might appear nuts to me, but to be fair, they weren't hurting people, or preaching hate. They truly wanted to help Borat. So, even though I don't think like they do, I can't fault or judge them. Although, I must say that speaking in tongues stuff is really corny.
