Building I live in is old & has 3 floors with 18 apartments. I live in 2rd floor. Recently, a new tenant of the building moved into 3rd floor. Their room is exactly upstair of mine. The problem is they walk around a lot in their apartment with shoes on. Since the building is old & floors are squeaky, the shoes-on footstep noises are extremely disturbing. The previous tenants never bothered me with that kind of noises. They also frequently drop the hard stuffs on the floor accidentally or intentionally (which I don't know). Last night was the worst. They walked and dragged the stuffs along the floor from 8 PM last night until 3 AM this morning. Then again, from 6 AM this morning, walking and dragging things constantly kept going on until I left the home by 1 PM today. Righ this time while I'm posting this question, they're already starting all the noises.I do need to talk to them. But I don't wana create any problem between us. How should I talk to them without creating further problem?

Ask nicely if there is any way they could remove shoes inside. Remind them that everyone wants to get settled into their new place, but the noise needs to be done by 10-11 pm and not start again until 8 AM. Remind them you have to work and you have responsibilities just like anybody else.
When I lived on the 2nd floor of 3 floors, I moved. I couldn't take the problems -- the exact same problems you are having. Ask your landlord their opinions.

If complaining to the landlord and calling the cops doesn't stop your neighbor from being courteous there is only one option.
And that is to move.
In the meantime, get some ear plugs or get a fan and face it against the wall as a form of white noise. If it's cold or ear plugs hurt then use your walkman or iPod. It may seem unfair, but you have to live with it, unless you move. If I had a magic wand to banish people like that who are rude and inconsiderate, I'd do it in a heartbeat.
I feel empathy for you.

In fact, if you talk to them with a friendly tone, there won't be any problems. Introduce yourself to them. Talk to them on different things other than your problem, for ex., where they came from, about the locality etc.,.Leave it for the first time. Have these chats couple of times. Tell them if they need anything, they could contact you. Once you are known to them as a good person, then you can put down your problem politely, unless they don't belong to human race, they will understand.
May be because they just moved in, they may be adjusting things here and there. Give it a couple of days before you react.
In general, good neighbours don't come, they are made.

Sorry but if they are just walking, they are allowed to do that... There is nothing your landlord can do except send out a notice to them persuading them to be polite... they cannot tell people what to do in their apartments. There is not a noise violation occuring- no loud music or tv. If you did tell the cops, they would laugh at you. Seriously, think about it - "911 what's your emergency?" "Ummmm the people above me are walking really loud in their own apartment... oh and the building is old." GET REAL!

I had a neighbor like that, I used to start thumping on my ceiling with my broom until they quieted down. You can make a written complaint to management but you have to write date and time and report every single time. I refuse to live underneath anyone now, always top floor. They probably don't realize how noisy they are.

Complain to the landlord 1st. if that doesn't work then have a talk w/them, or vs.
if it still doesn't work, complain to the cops.
if that doesn't work, then buy one of those cd's that make loud noises of airplanes, trains, and crying babies, leave your house for several hrs. while blasting it on like crazy
