Can an Army reservist move to the IRR at will?

If someone was active for 4 years, on IRR, joined the reserves for about 2 years, can they use a 4187 and just switch to the IRR?

as long as their Reserve Unit signs off on it, yes.

probably have to get a conditional release signed by the batallion commander

probably not cause they need as many people they can get now
