Ultimately God does. God set the standard. Since the Son and the Holy Spirit are part of the Godhead, they are all part and partial to the overall plan. God is the Father and our God to be worshipped...the Son (Jesus) points to the Father, obeying the will of the Father, by His own free will and the Holy Spirit directs us the "way" to the Father, namely to the Son, Jesus.
