If you are not having this problem with any of the other files on the flash drive, then check that the file is not set to "read only", which can actually sometimes even prevent it from being removed.
If you are having issues with ALL the files on the flash drive, and there is not a write-protection feature anywhere to be seen, you may be suffering from data corruption on the drive it-self. May be able to repair. In this case, right-click on flash-drive in "my computer" and select properties. Go to the tools tab and run an error check, selecting the options to repair any errors.
If that still doesn't work, you may have to re-format the flash drive as a last resort

Possibility 1:
your flash drive has been locked. Some flash drive has lock protection which prevent writing/deleting (read-only).
Solution 1: check on the flash drive and unlock it.
Possibility 2:
the particular files are corrupted which cause it can't be deleted even after you tried to delete it many times.
Solution 2: backup other files in your flash drive, then choose to format the drive.

Can you delete or add more files to the flash drive? if that's the case, you're likely to have some little switch on your flash drive that's been set to "protected" or "lock" mode. Move the switch away from that setting and you should be ok

You've tried to:
open the drive
cl Edit
cl Delete
or
right-cl the file
cl Delete
and it's still there?
Occasionally, I run into this and just restart and try again, or turn your PC off at the power source, wait a minute, turn back on and try again.
